Five cases, each read for the same three things: who designed the categories a regulation rests on, where that left a gap nobody had built for, and who ended up carrying the difference once an actor moved into it. The line under each title is that last point: where the difference landed.
The number stays fixed at five. The point is to show the pattern working across a full range of cases, not to track every case that fits it.
